As Senior Vice President of Government for Boom Supersonic, Rachel leads the company’s public policy and regulatory strategy to help shape the future of sustainable supersonic flight. Widely regarded as a leading expert in aviation policy, safety, and regulation, Rachel has earned the trust of both lawmakers and industry throughout a career bridging public service and private sectors. She built her professional foundation on Capitol Hill, where she played a leading role in shaping landmark aviation legislation. She has held senior positions in both the U.S. House of Representatives (on the Committee on Transportation and Infrastructure) and the U.S. Senate (on the Committee on Commerce, Science and Transportation). Most recently, she served as Senior Counsel for the Senate Subcommittee on Aviation, where she was a lead negotiator for the FAA Reauthorization Act of 2024. Prior to this, Rachel served as Senior Counsel for the House Subcommittee on Aviation where she drafted and negotiated critical portions of the FAA Reauthorization Act of 2018 and the FAA Extension, Safety, and Security Act of 2016.
Rachel brings a uniquely comprehensive perspective on the aviation ecosystem, shaped by experience across the industry—from her roles at Denver International Airport to her work at the Aircraft Owners and Pilots Association. She holds a BA in Engineering and Government & Law from Lafayette College and a JD from the American University Washington College of Law.
